Getting out of Iraq by 2011 is an A+.
Going into Afghanistan will drain resources he needs to do his domestic agenda and cut the deficit.
If it were me I could get Bin Laden in 3 years and defeat the Taliban and Al Quaeda-then get out of there.
Here's how I could do it at under $200 billion:
I'd have just 3 Elite Divisions, composed of Rangers, 82nd Airborne, Green Berets, Delta Force, Seals and their Airforce and Marine counterparts: 16,000 troops per Division or 48,000 troops; one in country and two in reserve; rotating a whole Division of 16,000 troops every 6 months in order to relieve battle fatigue.
To make this work, here's the deal:
The Division in country at the time of the capture or killing of Bin Laden will be paid a $500,000 bonus for each person in the Division for a total of $16,000 X $500,000 or $8billion.
I'd give them 3 years to catch Bin Laden or a total of 3X $8billion or $24 billion in payroll costs.
The two reserve Divisions not in country at the time of the Bin Laden capture will get a $100,000 bonus just for being there or 32,000 X $100,000 or $3.2 billion X3years= $9.2 billion in payroll costs.
That's $33.2 billion in bonus payroll.
The other $166.8 billion is for regular payroll and equipment costs.
Even if one adds another $100 billion to total $266.8 billion that still beats the Trillion Dollar Iraq War.
The GI's would go get Bin Laden for 1/2 million dollars in cold cash; there is no doubt in my mind that they would get him; and we'd have a built in deadline to get the hell out of there.
And even if we don't get Bin Laden, for that kind of money, the GI's would utterly destroy the Taliban.
